How it works

Five levels. One file. You can watch it move.

When you sign up, every driver gets a page with five levels on it. Each level is a set of items the rule requires. An item counts when I have reviewed it, not when it was uploaded. You can see which level each driver is on, what is on you, and what is on me, any time you log in.

Bossman with a line of trucks

Level 3 of 5On Bossman: the driving record is ordered; two employers asked. Nothing needed from you today.

What you see when you log in: which level each driver is on, what is on you, and what is on me.

Level 1: Identity. About six minutes of yours.

You add the driver from your phone or laptop: a photo of the license, front and back (I read the barcode), the Social Security number typed in, a photo of the medical card, whether he holds a CDL, whether he worked for a DOT-regulated carrier in the past three years, and the date of your pre-employment Clearinghouse query. Then you tap one certification. That is the last thing I ask of you for that driver.

2

Level 2: Signatures. One link, about fifteen minutes of his.

Your driver gets one email with one link. It opens with the last four of his Social Security number. He types his application the way 49 CFR 391.21 wants it, signs it, reads the consumer report disclosure, signs the authorization, and, if he holds a CDL, signs the Clearinghouse consent. It saves as he goes, so he can finish later on the same link. His copies go to his inbox. If he stalls, I remind him on day two and day five.

3

Level 3: Records. Mine.

I order his driving record from every state that licensed him in the past three years and read it. I write to every prior DOT-regulated employer for his safety performance history. They have 30 days to answer. I follow up on day 14, and if they never answer, the file shows I tried, which is what the rule asks for.

4

Level 4: Medical and road. Mine.

I verify the medical examiner on the National Registry and file the proof. For CDL drivers I confirm the medical certification status on the CDLIS record. For non-CDL drivers I send you the road test form, or file the certificate from the last carrier if it is less than three years old.

5

Level 5: File complete.

When every item is in and reviewed, I run a quality check and stamp the file: "File complete. Reviewed by Bossman [date]. 391.51(b): 14 of 14." You get an email. The file is one PDF in the order an auditor reads it, and you can build and download it from your account any time.

Then I keep it that way.

Every date in the file is watched. You hear from me in writing at roughly 60, 30 and 7 days before anything expires. The annual driving record is ordered and the annual review is prepared for your signature. The annual Clearinghouse query is tracked. On the first business days of every month you get a one-page report: every driver, every date, every open item. If something lapses, the level reopens and the page says exactly what to send.
